I thought the reason was that the POSIX ACLs haven't been too popular...

I don't really know. Do you have pointers to docs that explain how
OpenSolaris does it with zfs?
Maybe you can borrow some stuff from Microsofts acl function set (joking a bit) :)

yes I was looking at your implementation to see how it might be used for
samba. The next release supports AIX jfs2 and gpfs NFSv4 acls now via Samba
vfs modules. So when the way how to access ext3 NFSv4 ACLs is clear the
implementation of a vfs module for Samba will probably follow soon. Keep
posting updated to the samba-technical list - there are lots of interested
people :-)
